Came here to post the above, but it's correct so I'll just echo it. Just, each is limited to their DLC purchases. Head to head vortex, or any type of Mortal Empires campaign, however, it doesn't matter what DLCs either of you have, you'll be able to play. This only matters in a coop vortex campaign, as in that setting you are forced to play the same race.
DLCs are only required to play as a specific race, regardless of what you buy, every race and lord will be in the game. Want to buy the game for my friend, but not about to buy him the DLC I own as well. In Paradox games only the host needs DLC in order for everyone to use it.
